PSC Sends Letter to Secretary of State

The Professional Services Council (PSC) sent a letter to Secretary of State Hillary Clinton last week ahead of the expected release of the Quadrennial Diplomacy and Development Review (QDDR). In response to the draft summary of the QDDR that was leaked by The Washington Post, PSC President & CEO Stan Soloway said, “We have read recent reports regarding briefings to Congress by the department on the soon-to-be-completed Quadrennial Diplomacy and Development Review (QDDR) and want to offer our continued support for efforts to enhance development as an instrument of civilian power and to reestablish USAID as the leader of a harmonized “whole of government” approach to foreign assistance.”

The letter raises several concerns about the mischaracterization of implementing partners and seeks clarification in the final version of the QDDR. Ultimately, the letter concludes by highlighting the “… essential roles for government officials and the for-profit development firms and non-profit organizations in the implementation of U.S. development objectives.”
